Judge Eugene A. Lucci was elected in 2022 to serve a full six-year term on the Eleventh District Court of Appeals commencing February 9, 2023. Prior to this election, Judge Lucci was elected to four consecutive full terms on the Lake County Common Pleas Court, General Division, commencing his judicial career in January 2001. In that capacity, Lucci served as presiding or administrative judge foPhoto of Judge Eugene A. Lucci.r eight years, and was chair of the technology and security committees for 22 years.

Prior to taking the bench, Judge Lucci was engaged in the private practice of law from 1980 to 2000 and was a founding member and senior partner of the Mentor, Ohio law firm of McNamara, Lucci, Hanrahan & Loxterman.

Judge Lucci is a retired police officer, having served as a police patrol officer for the City of Painesville and University Circle Police Departments, and later with the Lake County Sheriff’s Office as a detective. He held membership in the Fraternal Order of Police, Ohio Patrolmen’s Benevolent Association, Buckeye State Sheriff’s Association, and the Ohio Identification Officers Association.

He currently serves on the Executive Committee of the Ohio Judicial Conference, co-chair of the Public Confidence and Community Outreach Committee, and as a member of the Ohio Court of Appeals Judges Association, and the Jury Service, Court Technology, Criminal Law & Procedure, and Appellate Law & Procedure committees. He holds membership in various legal and judicial organizations, including the American Bar Association, American Judges Association, Ohio State Bar Association, Federal Bar Association, Florida Bar Association, the Federalist Society, the Justinian Forum (an Italian-American bar association) and the Lake, Trumbull, Portage, Ashtabula, and Geauga County bar associations. Judge Lucci is a Commissioner on the Ohio Board of Professional Conduct, and a past member of the Ohio Supreme Court’s Commission on Technology and the Courts, Task Force on the Unauthorized Practice of Law, and Ohio Jury Instructions Editorial Board. While a member of the Lake County Bar Association, Lucci served as its president, and chair of several committees, including the certified grievance, continuing legal education, judicial selection and endorsement, medical-legal, nominations, and law explorer post committees.

Active in the community, Judge Lucci has been a long-time member and served as president or chair of the Rotary Club of Painesville, Leadership Lake County, and several other community organizations and task forces. He was a member of various curricula advisory boards for Lake Erie College and Lakeland Community College.

Judge Lucci earned his bachelor’s degree from Case Western Reserve University in January 1975, his law degree from Cleveland-Marshall College of Law in March 1980, and his Master of Judicial Studies degree from the University of Nevada, Reno in 2012. He holds a Certificate in Judicial Development, General Jurisdiction Trial Skills, from the National Judicial College in 2004, and is an Inaugural Fellow of the Advanced Science & Technology Adjudication Resource Program, Washington DC, in October 2006.

Judge Lucci has been admitted to practice law in Ohio in 1980 and Florida in 1982, the U.S. District Courts in Ohio (1981), as well as the Sixth Circuit U.S. Court of Appeals (1985), and the U.S. Supreme Court (1986). He is a certified instructor for the Ohio Peace Officer Training Academy in semi-automatic pistols, all legal topics, and other basic academy topics, and is a certified N.R.A. pistol instructor. He has also served on the adjunct faculty of Lakeland Community College, and is a lecturer for the Ohio Judicial College, American Judges Association, and National Center on State Courts on such topics as public confidence in the judiciary, ethics, media and courts, science and law, court technology, and court and judicial personal security.

Judge Lucci resides in Lake County with his wife, Amy, who is a nurse manager for the Cleveland Clinic, as well as a Concord Township Trustee. They have five daughters and four granddaughters.
